1. Collection by the municipalities:
In this case, the municipalities collect the recycling bins and separate the contents into packaging materials and non-packaging of similar materials. The sales packaging can be passed on to the service operators (dual system). The non-packaging of similar materials can be sold on by the municipalities. The rubbish collection fees would probably go down.
2. Collection by the system operators:
The system operators (dual system) collect the recycling bins and can sell the non-packaging of similar materials along with the sales packaging. This variation means that the recyclable materials would no-longer be disposed of in the grey bins. The collection volumes for the municipalities would decrease. This would probably lead to an increase in fees.
