1. Collection by the municipalities:
In this case, the municipalities collect the recycling bins and separate the contents into packaging materials and non-packaging of similar materials. The sales packaging can be passed on to the service operators (dual system). The non-packaging of similar materials can be sold on by the municipalities. The costs or profits can be offset against the rubbish collection fees.
The consequence: Additional work and / or costs will not be occurred by manufacturers and importers.
2. Collection by the system operators:
The system operators (dual system) collect the recycling bins and can sell the non-packaging of similar materials along with the sales packaging.
The consequence: That can mean that the manufacturers and importers will have to determine the weight of non-packaging of similar materials as well as the sales packaging and report both figures to the system operator. The system operators would probably charge a weight-based fee for the processing. This will lead to more administrative work and costs.
3. Full collection by the municipalities
The municipalities are required to collect and sort the recycling materials and the sales packaging. The system operators would become redundant. The system would be financed by a turnover-based lump sum that is paid to the public sector by the manufacturers and importers.
The consequence: This would be the worst option for industry. It would become more expensive than it currently is, be unfair and would provide no incentives for reducing waste in the packaging and product areas.
